Private Sector Leadership Award

Keith Creel

President and CEO, Canadian Pacific Kansas
City, LTD

On Jan. 31, 2017, Keith Creel assumed his role as President and Chief
Executive Officer of CP.


Creel was appointed President and Chief Operating Officer in February
2013 and joined the CP Board of Directors in May of 2015. Prior to joining
CP, Creel was Executive Vice-President and Chief Operating Officer
at Canadian National Railway (CN). He held various positions at CN
including Executive Vice-President Operations, Senior Vice-President
Eastern Region, Senior Vice-President Western Region and Vice-President
of the Prairie Division.


Creel holds a Bachelor of Science in Marketing from Jacksonville
State University and completed the Advanced Management Program
at Harvard Business School. Creel has a military background as a
commissioned officer in the U.S. Army, during which time he served in the
Persian Gulf War in Saudi Arabia.

Jean Claude Tissot

President and CEO, Coca-Cola Southwest
Beverages – Arca Continental

Jean Claude Tissot has 25 years of experience at Coca-Cola, serving
now as the President and CEO of Coca-Cola Southwest Beverages.
He has previously held the position of Chief Operating Officer at ACCCSWB and Chief Marketing Officer in Arca Continental, and has been
executive at The Coca-Cola Company for more than 15 years.


He has a Bachelor’s Degree in Business Administration from ICESI
University in Colombia, and Master’s degrees in Marketing and
Finance from Colegio de Estudios Superiores de Administración, also
in Colombia.

Public Sector Leadership Award

The Honorable Xavier Becerra

U.S. Secretary of Health and Human Services

Xavier Becerra is the 25th Secretary of the Department of Health and
Human Services and the first Latino to hold the office in the history of the
United States.


Becerra served 12 terms in Congress as a member of the U.S. House of
Representatives. During his tenure, he was the first Latino to serve as a
member of the powerful Committee on Ways and Means, he served as
Chairman of his party’s caucus, and as the Ranking Member of the Ways
and Means Subcommittee on Social Security and Ranking Member of the
Subcommittee on Health.


Becerra earned his Bachelor of Arts in Economics from Stanford University
and his Juris Doctorate from Stanford Law School. He is married to Dr.
Carolina Reyes, and he is proud of his three daughters: Clarisa, Olivia and
Natalia, and son-in-law Ivan

The Honorable Marcelo Ebrard Casaubón

Secretary of Foreign Affairs of Mexico

Marcelo Ebrard Casaubón has a wide experience as a public servant
and as an elected representative. He was the Director General of
Interim Affairs of the former Federal District Department (1988-1989),
Undersecretary of Foreign Affairs (1993-1994) and Congressman of the
57th Mexican United States Congress (1997-2000). Additionally, he was
a member of the Council of Advisers to the Head of Government of
the Federal District (2000-2002), Head of the Public Security Office of
the Federal District (2002-2004) and Secretary of Social Development
(2005) of the country’s capital. He was elected as Head of Government
of the Federal District (Mayor of Mexico City) from 2006-2012 and was
the recipient of the 2010 World Mayor Prize. Casaubón chaired the
Global Network of Safe Cities of the United Nations Organization. In this
assignment, he advised local government representatives in order to
prevent urban violence, to enable citizens’ coexistence and encourage
participation of citizens to reclaim public spaces.


Casaubón has a Bachelor’s Degree in International Relations from
El Colegio de México, A.C. and a Public Administration’s Specialty by
École Nationale d’ Administration in Paris, France.

Hemisphere Leadership Award

Vice-Admiral Alexandre Rabello de Faria

Chairman of the Council of Delegates of the
Inter-American Defense Board

During Vice-Admiral Alexandre Rabello de Faria’s career of over 40 years in
the Brazilian Navy, he was awarded with several civil and military decorations
in recognition of his work. Promoted to Rear Admiral on March 31, 2016, he
assumed the position of Coordinator of the Navy’s Refitting Program and,
subsequently, the role of Maintenance Superintendent of the Navy’s Program
Management Directorate.


From Aug. 10, 2017, to Aug. 6, 2019, he served as Commander of the Surface
Force. From Aug. 17, 2019, to March 31, 2020, he served as Chief of Staff of the
Naval Operations Command.


Promoted to the rank of Vice-Admiral on March 31, 2020, he held the position
of Navy’s Program Management Director from April 2, 2020, to April 26,
2021, responsible for the management of strategic Navy projects related to
the procurement and maintenance of naval assets, the implementation
and strengthening of life cycle management in the Brazilian Navy and the
development of the Blue Amazon Management System (SISGAAZ).


On June 22, 2021, he assumed the position of Chairman of the Council of
Delegates of the Inter-American Defense Board.
